Comunicato
Il 12 gennaio 2023 la Commissione europea ha registrato l’ICE-Iniziativa di Cittadinanza Europea dal titolo “Articolo 4: Stop tortura e trattamenti disumani alle frontiere dell’Europa” proposta dall’Associazione Stop Border Violence. E’ un risultato importante, che premia gli sforzi del gruppo di attiviste e attivisti per i diritti umani e dei cittadini e delle cittadine europee che hanno ideato l’iniziativa che da subito Cisda onlus ha deciso di sostenere, riconoscendosi nelle finalità del progetto e presentandola all’attenzione di tutte le associazioni attive nella Coalizione euro-afghana
Crediamo con gli ideatori dell’ICE che nella società civile europea vi sia un’insofferenza diffusa contro la violenza istituzionale provocata dalle disumane politiche migratorie europee. Pensiamo quindi che le condizioni siano mature per aggregare un vasto fronte di opposizione che chieda la piena applicazione dell’articolo 4 della Carta dei diritti fondamentali dell’Unione Europea: “Nessuno può essere sottoposto a tortura, né a trattamenti disumani e degradanti”. La campagna europea si rivolge a chi crede nel rispetto dei diritti umani, alle comunità laiche e religiose e alle associazioni impegnate su vari fronti, per far sentire il peso di una opposizione popolare che di fatto esiste, ma che non riesce a trovare una via unitaria di azione politica. Questa iniziativa è uno degli strumenti aggregativi che abbiamo a disposizione per una battaglia di civiltà sempre più urgente non solo per esprimere la nostra solidarietà umana a chi è costretto a fuggire da guerre, persecuzione politica e devastazione ambientale, ma anche per difendere la democrazia, la giustizia e la pace su suolo europeo. A questo sforzo si aggiunge la consapevolezza che sia sempre più urgente sostenere le organizzazioni di attiviste e attivisti dei paesi di provenienza dei flussi, a partire da quelle afghane, che lottano da anni per una società giusta, laica, democratica e antifondamentalista come Rawa e Hambastagi. Un’alleanza strategica, capace di individuare obiettivi e battaglie comuni per cambiare le politiche attuali alla base della continua emergenza migratoria e della guerra. Pace e democrazia non si esportano, ma si ottengono a partire dal riconoscimento delle istanze portate avanti dalle organizzazioni che sono a contatto con i bisogni delle popolazioni sia in Europa, sia nei paesi da cui provengono i flussi migratori.
Cisda onlus si impegna quindi a tenere aggiornate tutte le organizzazioni parte della Coalizione euro-afghana rispetto ai passi necessari al buon esito dell’ICE: entro il 12 luglio infatti, dovrà iniziare la raccolta firme in almeno sette Stati membri, entro un anno. L’obiettivo da raggiungere è di raccoglierne un milione!
Allo stesso tempo, Cisda onlus chiede a tutte le persone che ci sostengono e alle organizzazioni parte della Coalizione euro-afghana di diffondere questo comunicato e le due iniziative in corso,

facendole conoscere a cittadini, attiviste/i, altre associazioni, giuriste e giornalisti con ogni mezzo, e attraverso ogni canale a disposizione; intraprendendo iniziative pubbliche ed eventi per renderle note; e coinvolgendo figure politiche UE, nazionali e locali, persone di spicco, gruppi, istituzioni e autorità a sostegno dell’iniziativa. THE STOP BORDER VIOLENCE INITIATIVE, SUPPORTED BY CISDA ONLUS AND THE EURO-AFGHAN COALITION FOR DEMOCRACY AND SECULARISM, HAS BEEN APPROVED BY THE EUROPEAN COMMISSION
On January 12, 2023, the European Commission registered the European Citizenship Initiative entitled ‘Article 4: Stop Torture and Inhuman Treatment at Europe’s Borders’ proposed by the Stop Border Violence Association. This is an important result, which rewards the efforts of the group of human rights activists and European citizens who conceived the initiative that Cisda onlus immediately decided to support, recognising itself in the aims of the project and presenting it to the attention of all the associations active in the Euro-Afghan Coalition https://www.cisda.it/progetti/coalizione-euro-afghana-per-la-democrazia-e-la-laicit%C3%A0-2/226-coalizione-euro-afghana-per-la-democrazia-e-la-laicit%C3%A0/2479-eu-afghan-coalition-for-democracy-and-secularism.html
We with the creators of the ECI believe that there is a widespread intolerance in European civil society against the institutional violence provoked by inhuman European migration policies. Therefore we believe that it’s time to aggregate a broad opposition front demanding the full application of Article 4 of the Charter of Fundamental Rights of the European Union: “No one may be subjected to torture, nor to inhuman and degrading treatment”. The European campaign is aimed at those who believe human rights, secular and religious communities and associations engaged on various fronts, in order to make this popular opposition and political action felt by the European institutions and by our governments. This initiative is one of the aggregative tools we have at our disposal for an increasingly urgent battle, not only to express our human solidarity with those forced to flee wars, political persecution and environmental devastation, but also to defend democracy, justice and peace on European soil. Added to this effort, we also believe that it is increasingly urgent to support the organisations of activists in the countries from where forced migrants live, starting with the Afghan organizations like Rawa and Hambastagi, who have been fighting for years for a just, secular, democratic and anti-fundamentalist society. A strategic alliance, capable of identifying common goals and battles to change the current policies which are underpinning reasons of war and the ongoing migration emergency. Peace and democracy can’t be exported, as the Afghan lessons teaches, but can be obtained by the recognition of the demands carried out by the up to grassroots organisation that are in contact with the needs of the people, in Europe and in the countries from which the migratory flows come.
Cisda onlus is therefore committed to keeping all the organisations that are part of the Euro-Afghan Coalition up to date on the steps necessary for the success of the ECI: by July 12, in fact, the collection of signatures at least in seven Member States must start, and within a year, the target to be reached is to collect one million!
At the same time Cisda onlus asks all the people who support us and the organisations that are part of the Euro-Afghan Coalition to disseminate this press release and the two ongoing initiatives,

by making them known to citizens, activists, other associations, lawyers and journalists by every means, and through every available channel; by undertaking public initiatives and events to make them known; and by involving EU, national and local political figures, prominent persons, groups, institutions and authorities in support of the initiative.
